Psychiatric Rehabilitation Program
PRP services are designed to teach and restore skills necessary for recovery from mental illness and substance abuse. Our program offers group and individual services for those who have experienced multiple episodes of serious mental illness. The program incorporates psychosocial support, healthy living practices, in-home residential support, community activities, and medication management (if necessary).
The IBH Psychiatric Rehabilitation Program focuses on:
- Reducing emotional and behavioral problems
- Restoring or teaching age-appropriate skills, including:
- Social skills
- Skills necessary to facilitate independent living (e.g. hygiene, cleaning, and independent decision-making)
- Promoting community resources to integrate the individual into the community
Program Structure

Our Psychiatric Rehabilitation Program (PRP) helps individuals rebuild the skills and confidence needed to live independently, connect socially, and manage daily life with greater stability. We partner with each participant, their family, and their care team to create a personalized treatment plan with clear, individualized goals — then meet regularly to track progress and adjust the plan as needs evolve. Services are delivered onsite or offsite based on what best supports each person’s recovery, as determined by the individual and their treatment team.
Onsite (In-Person) PRP
The PRP is administered as a group program Monday – Thursday, with participants attending in-person 1-2 days per week (depending on their needs), from 10 am – 2 pm. Clients will be provided with numerous social, recreational, vocational, and educational activities where they will learn and improve skills needed for success.
The program also incorporates a monthly outing for an activity of the group’s choosing. These outings facilitate community integration for participants, helping them build essential social and life skills. Previous outings have included trips to local fast-food restaurants, mini golf, and other recreational activities.
Offsite PRP
Case workers may go to client’s apartments to help them with cleaning, budgeting, and other practical tasks. A typical outreach client might have their own Section 8 apartment, work a part-time job, and need some minimal support to continue functioning independently.

Do I Qualify? 3 Steps to Find Out

- Get evaluated by a licensed clinician. A qualified provider — such as Dr. Kaur at IBH or another licensed mental health professional — assesses your diagnosis and completes the required functional assessment (DLA-20).
- Your clinician submits a referral. If the evaluation supports it, your treating clinician submits a referral and documentation to request PRP services.
- Medical necessity is reviewed. Optum Maryland (the state’s Administrative Services Organization) reviews the documentation and determines whether you meet PRP eligibility requirements.
How an Evaluation Can Help
Not sure if you meet the requirements below? The fastest way to find out is to schedule an evaluation with Dr. Kaur at IBH or another licensed mental health professional. During the evaluation, your clinician will:
- Confirm whether your diagnosis qualifies under Maryland Medicaid’s PRP criteria.
- Complete the DLA-20 functional assessment to document how your condition affects daily living, work or school, self-care, and relationships.
- Determine whether your needs meet the medical necessity standard for PRP, or whether another level of care may be a better fit.
- Prepare and submit the referral and supporting documentation on your behalf if you qualify.
This evaluation is the key first step. Eligibility cannot be confirmed without it, and it takes the guesswork out of the requirements listed below.
Participation Requirements
Once enrolled, participants are asked to commit to the following in order to get the most benefit from the program:
- Actively collaborate with staff, family, and the care team to develop and update a personalized treatment plan and goals.
- Attend scheduled sessions and progress reviews consistently, whether services are delivered onsite or offsite.
- Communicate openly with the treatment team about changes in symptoms, circumstances, or needs.
- Participate in skill-building activities related to independent living, socialization, and daily life management.
- Follow the service location and format (onsite or offsite) recommended by the treatment team based on individual needs.
